Point-wise information related to Section 4 of Right to Information Act relating to

Raj Bhavan, Uttar Pradesh

 

1.  Particulars of the Organization - Raj Bhavan Uttar Pradesh is the residence-cum-Secretariat for His Excellency the Governor of Uttar Pradesh.  The Head of the department for the Governor Secretariat is the Principal Secretary to the Governor.  To help him in his duties a Special Secretary and Special Secretary cum Finance Controller are posted.  The Special Secretary cum Finance Controller functions as Head of the office.  The Under Secretary performs his duties related to the establishment and under him are Section Officers, Review Officers and Assistant Review Officers.  The Special Secretary cum Finance Officer is the Head of Accounts Wing and is assisted by Accountant, Asstt. Accountant, Review Officers, Asstt. Review Officers and Treasurer.  Heading the Legal Department is the Legal Advisor assisted by Under Secretary, Section Officers, Review Officers and Asstt. Review Officers.  The House Hold is headed by the Comptroller who is responsible for the supervision of the house hold staff comprising of Chef, Steward, House Keeper, Bearers, Asstt. Bearers, Mates, Bhishtis, Cooks and Sweepers.  The Programmer is in-charge of the Computer Cell and is assisted by Data Entry and Computer Operators.  There is an Officer on Special Duty, Personal Secretary, & Addl. Personal Secretary who are entrusted with the work of disposing various letters received. One Officer on Special Duty looks after the work related to various institutions headed by the Governor, Section Officer and Review Officers assist him in this work with the help of Deputy Secretary.  The Information Officer, Receptionist and Telephone Assistant manage the work of public relations.  There is Security Officer with his team to take care of matters related to security.  There are two Aide-de-Camps one from Police and the other from the Army.  All the works related to the Governor's tour to internal security is the responsibility of the ADCs.  The ADCs also supervise the functioning of Raj Bhavan's Garage, Raj Bhavan Telephone Exchange and the Reception.  Raj Bhavan has its own Library that is managed by the Asstt. Librarian / Cataloguer.  There is a facility of Post Office and Dispensary available in the campus of Raj Bhavan.  The maintenance of electrical works in Raj Bhavan is looked after by an Asstt. Engineer (Electrical) who is assisted in this work by Junior Engineer and other electrical staff.  The maintenance of civil works and new construction in Raj Bhavan is looked after by an Asstt. Engineer (civil) who is assisted in this work by Junior Engineer and other staff.  To maintain the sprawling gardens and the dairy in Raj Bhavan there is the Garden Superintendent who is assisted in this job by Senior Horticulture Inspector and a team of Gardeners.

Note:  In addition to the above, AE (Civil), AE (Electrical), Chief Security Officer, Information Officer, Garden Superintendent, Medical Officer (Ayurvedic), Medical Officer (Homeopathy), Medical Officer (Unani) are also working in Raj Bhawan looking after PWD wing, Security wing, Information wing, Horticulture wing and Dispensary respectively.

 

2. Power and duties of Officers and Employees-  

The powers and duties assigned to the various officers are as follows: -

 

The Principal Secretary to the Governor: -

 

            The Principal Secretary is the head of the Governor's establishment and is answerable to him for its proper conduct and efficiency in all respects.

            The Principal Secretary is responsible for: -

            (a)       Arrangements for the safety of the Governor's Person.

(b)       The Control of the Governor's household and servants.

(c)       Arrangements in connection with the Governor's Tour.

(d)       The care and ordering of the Governor's estates.

(e)       The control of Governor's public and private accounts.

(f)        Invitations to, and the conduct of, all entertainments at Raj Bhavan.

(g)       Guards of Honour.

(h)       The Grant of the Governor's patronage to public entertainment and business firms.

(i)        All matters relating to U.P. State Universities.

 

            In certain instances some of the above mentioned works are delegated to various officers, but it is the Principal Secretary ultimately who is responsible to the Governor for all staff work, Officers will, therefore, keep him fully informed and, if in doubt, as to how to act, consult him before taking any action.

 

The Special Secretary to the Governor

 

1.         All Matters concerning Constitutional Functions, Representation, Memorial, Projects, Petitions and Complaints received in the Governor's Secretariat.

2.         Matters relating to organizations like U.P. Council for Child Welfare and North Central Zone Cultural Center.

3.         Matters relating to Governor's Conference.

4.         Any other task assigned.

 

 

The Special Secretary-cum-Finance Controller

 

1.         The Special Secretary-cum-Finance Controller is head of the office of Governor's Secretariat.

2.         Drawing & Disbursement in respect of Gazetted / Non- Gazetted staff & Class-IV staff.

3.         All matters connected with the establishment of gazetted staff of Raj Bhavan and Officers/Officials on deputation from other departments like Executive Engineer, Asstt. Engineer, Junior Engineer, Supdt. Raj Bhavan Garden, Sub-Post Master, U.P. Governor's Camp Post Office.

4.         All matters relating to the establishment of non-gazetted Ministerial Staff, Class-III and Class-IV including Conservancy.

5.         All matters relating to Secretarial and Raj Bhavan Budget.

6.         All Matters relating to Household Budget including Ceiling Budget & Household Expenditures.

7.         All Matters relating to Medical, Tours etc.

8.         All Matters relating to purchase of Uniforms for Class-IV and Household Staff & purchase of Stationery Articles for the Governor and Governor's Secretariat.

9.         Any other task assigned.

 

 

The Legal Advisor to the Governor

 

            1.         Examination of the legal cases.

2.         Examination of the Bills and Ordinances, received for the approval of the Governor.

3.         Examination of Petitions submitted to the Governor under Section-161 of constitution of India.

4.         Examination of matters relating to Universities Act, Ordinances, Statutes of the State/other Universities, representations, references & appeals under the said act & statutes.

5.         Scrutiny of draft orders submitted for Governor's approval.

6.         Ordinances& Statutes, Acts etc. of all Universities- additions, amendments, thereof.

7.         Supervision and preparation of Counter-Affidavits in the Writ Petitions filed against the orders of the Chancellor.

8.         Any other task assigned.

 

 

The Aide-de-Camp (A.D.C)

 

1.         The two A.D.C.'s will be on duty during the office working hours, but one of them will be alternately on duty as A.D.C.-in-Waiting. This will be indicated in the Engagement List.

2.         The A.D.C.-in-Waiting will report for duty at 9-30 A.M. and conduct the visitors. With Lunch-break in between 2 to 4 P.M. , he will, in the afternoon carry out the duties of the A.D.C. and will leave after permission of the Governor.

3.         The A.D.C.-in-Waiting will attend to all matters relating to visitors, visits by the Governor, receiving and seeing off V.I.Ps. etc. on the day of duty at the Raj Bhavan.

4.         The second A.D.C.  will  be  on  duty  from  10-00 A.M. to 6-00 P.M., with lunch break between 2-00 P.M. and 4-00P.M. and will receive and see off guests at the Airport, Railway Station, as and when required to do so.   

 

·        The Aide-de-Camp (Army)

 

o   The maintenance of Calling Register.

o   Arrangements for returning Calls.

o   To issue invitations to "At Homes" and to formal Luncheons and Dinners.

o   The making out of Luncheon and Dinner plans.

o   Arrangements for the provision of Bands at Raj Bhavan Functions.

o   Arrangements pertaining to Cultural Programmes, Sports, Sanitation in the campus and verify the bills and payments in respect of the areas of work looked after by him.

o   Matters pertaining to Raj Bhavan Functions like Republic & Independence Day, Flower Show, Van Mahotsava, and Swearing-in-Ceremonies.

o   Matters relating to Engagements & Tours of the Governor.

o   Any other task assigned.

 

·        The Aide-de-Camp (Police)

 

o   All Matters pertaining to telephone exchange & Telephones.

o   Matters pertaining to supervision of Raj Bhavan Library.

o   Matters pertaining to supervision of Raj Bhavan Farm, Garden, Lawns, Horticulture, Poultry etc.

o   Liveries of Peons and Raj Bhavan Servants.

o   Servants' Tip Fund.

o   Supervision of Class-IV Staff of Raj Bhavan Main Building (except House Bearers, Cooks).

o   Verification of the bills and payments in respect of the items of work in his charge.

o   Supervision of Raj Bhavan Garage.

o   Matters relating to Engagements & Tours of the Governor.

o   Any other task assigned.

 

 

The Officer on Special Duty / Public Information Officer

 

1.         All Matters relating to Public Information under RTI Act – 2005.

2.         All Matters relating to Organizations like Indian Red Cross Society, Rampur Raza Library, Hind Kushtha Nivaran Sangh, U.P. Tuberculosis Association etc. and Patronship of organizations accepted by the Governor.

3.         Allotment of Residence/Quarters to Officers and Employees in Raj Bhavan campus.

4.         Matters relating to U.P. Sainik Punarvas Nidhi.

5.         Any other task assigned.

 

 

The Under Secretary

 

1.         All matters connected with the establishment of gazetted staff of Raj Bhavan and Officers/Officials on deputation from other departments like Executive Engineer, Asstt. Engineer, Junior Engineer, Supdt. Raj Bhavan Garden, Sub-Post Master, U.P. Governor's Camp Post Office.

2.         All matters relating to the establishment of gazetted, non-gazetted Ministerial Staff, Class-III and Class-IV including Conservancy.

3.         All matters relating to purchase and distribution of various Stationery Articles required for use of the Governor, Office, Staff and Household.

4.         All matters relating to purchase and issue of Uniforms to Class-IV and Household Staff.

5.         To co-ordinate in Raj Bhavan Functions such as Republic Day, Independence Day, Flower Show, Van Mahotsava, Swearing-in-Ceremony of the Governor, Chief Minister, Ministers and Chief Justice.

6.         All matters relating to allotment of quarters to Officers/ Staff & Raj Bhavan Servants in Raj Bhavan Campus.

7.         Forwarding of General Petitions received by the Governor.

8.         Any other task assigned.

 

 

The Medical Officer.

 

1.         The Medical Officer, I/c Raj Bhavan Dispensary is responsible for: -

(a)       He is in charge of the sanitation and cleanliness of Raj Bhavan and its Compound.

(b)       All matters relating to Raj Bhavan Dispensary including purchase and distribution of Medicines.

(c)       To maintain the stock register of medicines and other equipments related to the Dispensary.

(d)       To prepare detailed accounts of the expenditure in relation to all stores (Receipt/Memos) at the end of every month and put up to the Principal Secretary.

(e)       Discipline, efficiency and cleanliness of Safai Karmacharies and other employees attached to Dispensary under him, and will pass on their applications for leave and other service matters to office.

2.         The Medical Officer/ Dispensary/Lady Medical Officer/ Medical Officer (Ayurved/Unani/Homeopath) will attend the Governor, Lady Governor, Guests as per requirement and to the Patients between their duty hours.

 

 

The Comptroller, Governor's Household / O.S.D.

 

1.         Matters relating to daily provision and stores account.

2.         To hold charge of the various household articles. To have the above stock in his charge and to see that the stock registers are maintained properly and kept duly up to-date, to check stock with the registers every month and to submit a certificate each year on prescribed form for submission to the Accountant General, U.P., Allahabad.

3.         To prepare detailed accounts of expenditure in relation to all stores (Receipt/Memos) at the end of every month and put up to the Principal Secretary.

4.         To ensure that the arrangements of stay, preparation and service of food etc. to the Governor and Guests are befitting and excellent.

5.         To supervise the food at all meals, parties etc. and to see that it is properly served & to be present at all functions in the Raj Bhavan including meetings etc. when tea is required.

6.         To make arrangements for "At Home" and Annual functions, Lunch & Dinner Parties.

7.         To see that the cushion covers and curtains are always kept in a proper state of repair and washed when necessary and the Bearers keep all doors, windows, floors, carpets, mats, furniture etc. in all rooms of Raj Bhavan neat and clean.

8.         Discipline, efficiency and cleanliness of the Bearers, Cooks and other workmen attached to Kitchen/Pantry under him, and will pass on their applications for leave and other service matters to office.

9.         To maintain stock registers of goods, articles handed over to him for custody, use, maintenance and verification thereof.

10.       Maintenance of Clocks in Raj Bhavan.

11.       All matters relating to Dhobighat.

12.       Any other task assigned.

           

 

The Private Secretary to the Governor

1.         To scrutinize the mails received from various sources and submit it to the Governor.

2.         To take necessary action on the letters marked by the Governor.

3.         To take dictation from the Governor and maintain the record of the personal dak of the Governor.

4.         Any other task assigned.

 

 

The Programmer

 

1.                  All matters related to Information Technology and Computerization including Networking and MIS.

2.                  Any other task assigned.

 

 

The Section Officer (General-I)

The Information Officer

 

1.         To co-ordinate with Press/Media and Information & Public Relation Department of the State Government as a good and effective Public Relation Officer.

2.         To prepare summary of main events of National and International level daily and submit it for perusal of the Governor.

3.         To prepare the Addresses/Speeches, to be delivered by the Governor and submit to the Principal Secretary for perusal and approval.

4.         To submit main points of News, received from tele-printer, to the Governor and Principal Secretary.

5.         To submit the Clippings of main news from daily newspapers to the Governor and Principal Secretary.

6.         To ensure that programmes of the Governor are covered effectively and enough by Press, Media, Doordarshan and Akashvani etc.

7.         To watch throughout the public programmes of the Governor and if there is any remarkable fact, he shall do aware to the Governor/Principal Secretary from the fact.

8.         To prepare the Messages of the Governor on the request of several institutes.

9.         Any other task assigned.

 

 

The Chief Security Officer

 

1.         Is personally responsible for the security of the Governor, his family members and guests staying in the Raj Bhavan.

2.         The Security Officer and the ADC concerned, who will accompany the Governor in function in the City, will check up the arrangements regarding the visit of the Governor in the function.

3.         Matters pertaining to PAC/Police Post and the Security arrangements in the Raj Bhavan Campus.

4.         Security of Raj Bhavan Property including valuables.

5.         Fire fighting arrangements in Raj Bhavan.

6.         Matter pertaining to Security-Cover to the Governor, while on tour in U.P.

7.         Anti-sabotage check of the vehicles, before use by the Governor.

8.         Maintenance of House Flag and Car Flag.

9.         Regular visit/inspection of Raj Bhavan Campus.

10.       Any other task assigned by the Principal Secretary.

 

 

3. Procedure for decision-making -

 (a) Constitutional and Statutory Matters:-  Governor being the constitutional Head of the State, acts on the aid and advise of the Council of Ministers.  Having regard to the provisions of the Uttar Pradesh Government (Transaction of Business) Rules 2002. The matter is processed in the concerned department of the Uttar Pradesh Government Secretariat. The proposal is submitted to H.E. the Governor by the concerned Principal Secretary / Secretary to Government following the procedures laid down as per prevailing rules. When the concerned Government file is received in the Governor’s Secretariat, the matter will be examined in the Administration Section except in respect of University matters which will be processed / examined in the Education Section. After ensuring the correctness and completeness of the proposal submitted for approval of H.E. the Governor, the Secretary to Governor will submit the file to H.E. for approval of Governor.

  

(b) General Petitions:-  The petitions received in person or through post would be brought to the notice of H.E. the Governor and orders of H.E. the Governor on such petition would be carried out . Where it is considered necessary and desirable to further pursue the matter; a report would be called for from the concerned authorities and the reports so received would be brought to the notice of H.E. for further orders and disposed accordingly.  Where it is considered necessary to issue direction to the concerned authorities, appropriate directions would be issued to consider the request of the petitioner in the light of the provisions of law and take appropriate decision early under intimation to the petitioner.  Copies of such directions issued would also be sent to the petitioner for information.

 

(c) Petitions received under various acts of the Universities:-  These petitions are examined at the office level and put up to Legal Advisor to submit them to the Principal Secretary with his opinion.  These matters are finally presented to H.E. the Governor by the Principal Secretary for orders.

 

4. Norms for discharge of function:-

For the discharge of functions, the norms laid down in the Constitution of India as well as the various rules and regulations brought out by the Government from time to time, are followed.

 

5.  Rules, Regulations for discharge of functions:-

For the discharge of functions, the rules and regulations laid down in the Constitution of India as well as the various rules and regulations brought out by the Government from time to time, including Uttar Pradesh Government (Transaction of Business) Rules 2002 are followed. 6.  Statement of the categories of documents that are held by it or under its control:-

H.E. the Governor being the Constitutional Authority and Approval Authority in respect of statutes, regulations and Ordinances framed by the respective universities, such information in respect of approval accorded by H.E. the Governor would be available in Government in the Concerned Secretariat Department and the concerned University that made the proposal for approval of the Governor and operate the same in their day to day administration.  In addition, various memorandums / applications / petitions etc. submitted to H.E. the Governor by various organizations / persons are archived.

10. The Monthly remuneration of Officers/ Employees: -

According to Rule 5 of the Governors (Allowances and Privileges) Rules, 1987 issued by the Government of India under Section 13 of the Governors (Emoluments, Allowances and Privileges) Act, 1982, in addition to the Household establishment as per rule 4 of the said rules, the Governor Shall be entitled to a separate Secretarial Staff which shall be provided by the concerned State Government.
